Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, conducted an inspection tour of the “Alam El Roum” development project executed by Qatari Diar – Egypt. The visit comes as part of the Ministry’s ongoing follow-up on executive progress across major infrastructure and development projects along the North Coast, assessing completion rates for the multi-use landmark destination, Invest-Gate reports.
Accompanying the Minister were Eng. Ahmed Omran, Deputy Minister for Utilities; Eng. Waleed Abdel Rahman, Head of the Ras El Hekma Development Authority and Supervisor of North Coast Sectors; alongside key Ministry officials and executive leadership from Qatari Diar.
During the tour, the delegation reviewed site developments, particularly key milestones achieved in foundational infrastructure, road networks, and core structural components, signaling the project’s successful transition from master planning to active, full-scale execution.
Eng. Randa El-Menshawy emphasized that the Alam El Roum project showcases a successful public-private partnership model in delivering integrated urban and investment developments. She noted that the initiative directly aligns with the state’s strategy to attract foreign direct investment and maximize asset value, positioning Matrouh Governorate as a world-class tourism and investment hub.
A World-Class Integrated Vision Backed by Substantial Investment
Spanning approximately 20.5 million square meters (4,900 acres) with a 7.2-kilometer beachfront along the Mediterranean coast, Alam El Roum represents a $3.5 billion direct cash investment, with total expected investments reaching $29.7 billion.
The project aims to establish a fully integrated coastal ecosystem, blending residential, hospitality, entertainment, and commercial elements, to deliver an all-year-round living experience that transcends traditional seasonal coastal developments.
The master plan is designed by renowned global architectural and urban planning firm Skidmore, Owings & Merrill (SOM), in collaboration with an international consortium of specialized consultants. The master plan prioritizes sustainability and smart urban design while preserving the site’s natural coastal characteristics.
Current site operations focus on establishing core infrastructure and reinforcing the development’s architectural identity. Key active works include the main entrance gates, integrated landscaping, directional signage, smart lighting, CCTV surveillance systems, automated security barriers, and a fully equipped security facility

Strategically located just 20 minutes from Mersa Matrouh and 50 minutes from Ras El Hekma, Alam El Roum plays a vital role in the North Coast’s rapid spatial development.
