Eng. Randa El-Menshawy, Minister of Housing, Utilities and Urban Communities, chaired an expanded meeting to review the progress of projects implemented by the Central Agency for Reconstruction (CAR) across Egypt, as well as the agency’s FY 2026/2027 investment plan, in line with the government’s directives to accelerate the implementation of national development projects and maximize the efficiency of public investments. The meeting was attended by Major General Hany El-Eskandarany, Chairman of CAR, alongside senior officials from the ministry and the agency, Invest-Gate reports.
At the outset of the meeting, El-Menshawy highlighted that CAR serves as one of the Ministry of Housing’s principal executive arms, supported by its extensive technical expertise, implementation capabilities, and nationwide presence.
She noted that the ministry relies on the agency to deliver a broad portfolio of national and development projects that directly improve citizens’ quality of life, enhance public services, and advance Egypt’s comprehensive development strategy.
The minister announced that periodic meetings will be held to closely monitor the progress of projects under the agency’s supervision, swiftly resolve any implementation challenges, ensure adherence to approved timelines, and deliver projects in accordance with the highest standards of quality and efficiency.
El-Menshawy also underscored CAR’s pivotal role in implementing national development projects across Egypt’s governorates, stressing the need to intensify field supervision and accelerate execution rates to support the state’s urban development objectives, improve service delivery, and enhance citizens’ quality of life.
Investment Plan and Strategic Development Projects
During the meeting, Major General Hany El-Eskandarany reviewed the implementation status of CAR’s FY 2026/2027 investment plan, which comprises 100 projects.
He also presented an update on the first phase of the presidential Hayah Karima (Decent Life) initiative, encompassing 3,630 projects, in addition to preparations for launching 446 projects under the initiative’s second phase.
The meeting further reviewed the implementation progress of the Great Transfiguration Project Above the Land of Peace in Saint Catherine, one of Egypt’s flagship national projects aimed at enhancing the area’s religious, environmental, and tourism assets while strengthening its position on the global tourism map.
Discussions also covered the progress of development communities in the Sinai Peninsula, which are designed to support integrated development, establish sustainable communities, reinforce stability, and create long-term employment opportunities for Sinai residents.
Road Infrastructure, Healthcare, and Regional Development
The meeting also reviewed the implementation status of several national projects being executed by CAR across various governorates, particularly road and highway projects, as well as the rehabilitation and upgrading of road networks.
These projects aim to improve connectivity between cities, villages, urban communities, service hubs, and development zones, facilitating the movement of people and goods, enhancing infrastructure efficiency, and creating an enabling environment for investment and economic growth.
The review additionally covered progress on the Fustat Hills Park project, the construction of several hospitals across different governorates, and the ongoing efforts of CAR’s regional executive bodies nationwide.
Concluding the meeting, El-Menshawy stressed the importance of maintaining regular field inspections and continuous monitoring of all ongoing projects, accelerating implementation rates, strengthening coordination among all relevant entities, promptly addressing any obstacles, and maximizing the returns on public investments in line with Egypt’s integrated urban, economic, and social development objectives.
