Horizon Egypt Signs EGP 42bn Land Deal with NUCA to Launch “Royal Saeed Towers” in New Cairo

Horizon Egypt Developments announced the signing of a land allocation contract with the New Urban Communities Authority (NUCA) for the “Royal Saeed Towers” project, a commercial and hotel development spanning nearly 28 feddans and exceeding EGP 42bn in total investments. The project supports the company’s vision to create landmark destinations that reinforce New Cairo’s role as a regional hub for premium hospitality and mixed-use services, in line with Egypt’s plan to expand hotel capacity and reach 30 million tourists by 2030, Invest-Gate reports.

The agreement was signed at NUCA’s headquarters by Sheikh Dr. Majid bin Saeed Al-Nuaimi, Chairman of Horizon Egypt Developments, and Eng. Ahmed Ali Mohamed Hassan, NUCA Vice Chairman for the Real Estate and Commercial Affairs Sector. The step reflects directives from Eng. Sherif El-Sherbini, Minister of Housing, Utilities and Urban Communities and Chairman of NUCA, to promote high-return investment partnerships and optimize state assets through an integrated development vision.

Sheikh Dr. Majid bin Saeed Al-Nuaimi said the project reflects Horizon Egypt’s focus on qualitative investment that goes beyond traditional construction toward building integrated urban communities. He noted that investing in New Cairo represents a real added value due to the city’s strong economic fundamentals and growth opportunities across tourism and hospitality. He added that Horizon aims to develop projects that are inherited and remain, aligned with regional and international development standards.

Eng. Ahmed Ali Mohamed Hassan stated that the development embodies the state’s approach to maximizing returns from investment lands and achieving real added value that supports the national economy, highlighting it as a model of effective development partnership with Arab investors.

Royal Saeed Towers includes two landmark towers rising up to 150 meters with more than 30 floors, surrounded by standalone royal villas offering privacy and contemporary design. The project features hotel-serviced residential units ranging from one to three bedrooms, as well as distinctive “Royal” units characterized by double-height ceilings, panoramic glass façades and premium finishes.

The development also includes a world-class hotel and a luxury commercial zone hosting international brands. Designed as an urban resort, it integrates open spaces and high-end amenities to offer a refined living and hospitality experience.

Strategically located between New Cairo, Mostakbal City and the New Capital—near major transport corridors—the project is expected to create substantial employment opportunities, support local industries and enhance New Cairo’s competitiveness as a global multi-use destination. Horizon affirms that Royal Saeed Towers reflects its long-term vision for developments with lasting investment and human value aligned with Egypt Vision 2030.
