Prime Minister Reviews Implementation Status of Phase One of “Haya Karima” and Preparations for Launching Phase Two

Today, Dr. Mostafa Madbouly, Prime Minister, reviewed the implementation status of Phase One of the Presidential Initiative “Haya Karima” (Decent Life) and the preparations for launching Phase Two, during a meeting attended by Lt. Gen. Mohamed Farid Hegazy, Advisor to the President of the Republic for the Haya Karima Initiative; Eng. Randa El-Menshawy, First Assistant to the Prime Minister; and Eng. Ahmed Abdel Azim, Director of Dar Al-Handasah, the project consultant, Invest-Gate reports.

The Prime Minister affirmed that this meeting comes within the framework of the periodic follow-up on the remaining works of Phase One of the Presidential Initiative “Haya Karima,” in implementation of the directives of His Excellency President Abdel Fattah El-Sisi to overcome all obstacles, accelerate implementation rates, complete projects as soon as possible, and hand them over while adhering to the highest quality standards, in order to achieve the unprecedented developmental objectives of the initiative in improving the quality of life for millions of Egyptians.

Dr. Madbouly added that there are ongoing directives from the President, being implemented in coordination among various ministries and concerned entities, to expedite the handover and operation of completed projects under Phase One to serve residents of the beneficiary villages, alongside well-planned preparations for the launch of Phase Two of this major national initiative, so that its benefits extend to new villages across Egypt.

The Prime Minister also noted that the tangible social and economic impact achieved through the initiative’s projects in rural areas—evident to anyone visiting these villages—underscores the importance of this national program, which has made a real and concrete contribution to improving services for citizens in infrastructure, healthcare, education, social services, and other sectors, in addition to creating numerous job opportunities for local residents.

For his part, Eng. Ahmed Abdel Azim, Director of Dar Al-Handasah, reviewed the current status of Phase One projects, explaining that this phase includes the implementation of approximately 27,332 projects in 1,477 villages across 20 governorates. Around 22,204 projects have been completed, of which about 16,815 have been officially handed over for operation, while the remaining works in beneficiary villages are being completed at high execution rates.

The project consultant also outlined the preparations for launching Phase Two of the Presidential Initiative “Haya Karima” and its targets, which include completing projects in priority sectors in the villages covered by the upcoming phase. Phase Two is scheduled to be implemented in around 1,667 villages across 20 governorates, with a total of approximately 14,500 projects so far, covering a wide range of sectors, including sanitation, drinking water, household connections, schools, fiber-optic networks, natural gas, external roads, wastewater treatment plants, and several other sectors.
