Minister of Housing: Tomorrow… Terms Booklet for “Developer Partnership” Project Under “Housing for All Egyptians” Initiative to Be Released

Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, announced the availability of the terms and conditions booklet for the project of implementing housing units in partnership with private sector real estate developers under the presidential initiative “Housing for All Egyptians,” through the official website of the New Urban Communities Authority, starting tomorrow, April 30, until May 30, 2026, Invest-Gate reports.

The Minister of Housing added that the cooperation between the Social Housing and Mortgage Finance Fund and private sector real estate developers aims to ensure the sustainability of providing adequate housing for low-income citizens, as well as to support and develop private sector mechanisms in delivering various housing patterns within the real estate market.

Eng. Randa El-Menshawy clarified that developers are committed to selling housing units through the mortgage finance system, in accordance with the approved terms and regulations in this regard, and after obtaining approval from the mortgage financing entity contracted with the Fund, at a reduced declining interest rate of 8% throughout the financing period, for a maximum duration of 20 years.

The Minister pointed out that offering the terms booklet for this important cooperation with the private sector comes as a result of numerous consultative and preparatory meetings with major real estate development companies operating in the sector, and in response to the increasing demand from low-income citizens to obtain housing units.

Details of the Offering, Number of Units, and Target Cities

For his part, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, stated that the new offering in cooperation with real estate developers aims to construct approximately 19,000 housing units across eight new cities: (Hadayek October, 10th of Ramadan, New October, New Sohag, Sadat City, New Obour, New Assiut, and Hadayek Al-Assema), with a total area of 383.12 feddans.
He added that Hadayek October City will witness the offering of 4 land plots, namely plots No. (3, 4, 5, and 6) located at the intersection of Fayoum Road and the Southern Dahshur Link, while 10th of Ramadan City will include two plots, one north of District 14 and the other in the central park north of District 15.

Meanwhile, New October City includes one land plot south of Al-Wahat Road.

The Deputy Minister continued that New Sohag City will include one land plot near the Assiut–Sohag Western Road, while Sadat City will include two plots in Al-Narges and Al-Zohour areas. New Obour City will include 4 plots, with the first located south of District 14, and the other three in District 25 near the Middle Ring Road, namely plots No. (2, 12, and 14).

He further indicated that New Assiut City includes one plot in the southeastern expansions, while Hadayek Al-Assema City includes two plots (8 and 9) in Gardenia District.

Execution Timelines and Infrastructure Delivery

In a related context, Ms. Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, stated that the terms booklet is available on the website of the New Urban Communities Authority, noting that the execution period allocated for the land plot—on which residential, administrative, and commercial units will be implemented—amounting to 80% of the total allocated land area, is 4 years, calculated from the date of the first ministerial decree, with a maximum of 6 months from the contract date. Meanwhile, the execution period for the services land, which represents 20% of the total allocated land, is 5 years.

She added that the New Urban Communities Authority is committed to delivering basic utilities (water, sewage, irrigation, electricity) up to the boundaries of the land plot within a maximum of one year from the issuance of the first ministerial decree. The real estate developer shall, at its own expense, design and implement internal utility networks (water, sewage, irrigation, electricity, telecommunications, gas, etc.) and connect them to the buildings, in accordance with the approved drawings from the Authority and the relevant operating entities, while linking the internal networks to the main network.

Booking Regulations and Beneficiary Mechanisms

She further stated that the terms booklet obligates the real estate developer to announce the opening of reservations for fully finished housing units (for low-income citizens – delivery within 36 months) under the presidential initiative (Housing for All Egyptians – Private Sector Partnership Axis), in accordance with the approved conditions, after obtaining the approval of the Social Housing and Mortgage Finance Fund on the advertisement and terms booklet prior to launch.

This includes conducting the necessary verification procedures for beneficiaries, such as field inquiries, ensuring no prior benefit, no ownership of a housing unit, and not exceeding income limits, among other conditions applied in the Fund’s offerings.

She emphasized that the Social Housing and Mortgage Finance Fund is committed to supporting beneficiaries through providing subsidized mortgage financing under the same procedures applied to units owned by the Fund, in addition to the announced cash subsidy, which is calculated based on the client’s income level at the time of contracting.

The CEO of the Social Housing and Mortgage Finance Fund confirmed that both technical and financial envelopes must be submitted at the headquarters of the New Urban Communities Authority at the Ministry of Housing in the Government District of the New Capital, during working days within the specified offering period only, no later than 3:00 PM on the final day of submission.

Applications submitted after this deadline will not be accepted. It was also noted that a date will be set for a public lottery session, with applicants notified to attend. Applicants have the right to withdraw their request within a maximum of one working day after the end of the offering period, and failure to complete procedures shall be considered a withdrawal.
