Housing Minister Backs Law to Regulate State Land Ownership at Parliament Session

Sherif El Sherbini, Minister of Housing, Utilities, and Urban Communities, participated in a general session of the House of Representatives to discuss a draft law submitted by the government regulating the procedures for disposing of privately owned state assets, Invest-Gate reports.

The proposed law aims to formalize the legal status of individuals occupying state land without official ownership. El Sherbini stated that the legislation is a key step toward addressing encroachments in a fair and organized manner, providing a clear legal framework for legitimizing the positions of serious occupants, while safeguarding both citizens’ rights and state interests.

“This law enhances public order and ensures discipline in managing state-owned properties,” El Sherbini said, adding that it will support better governance of real estate assets and promote their use for national development goals.

The law gives governors and relevant authorities defined powers to assess and resolve existing requests for land ownership, and it allows citizens to file appeals before specialized legal committees. El Sherbini stressed that this guarantees fairness and transparency, while also preserving the right to legal recourse.

He added that the law is expected to generate financial returns, with a portion allocated to support public projects across various governorates, improving services and fostering local development.

El Sherbini emphasized that the Ministry of Housing will implement the law in full coordination with relevant entities, ensuring its objectives are met in protecting public property and enabling citizens to regularize land ownership within a clear legal framework.
