Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, chaired a meeting to review the latest developments regarding the draft amendments to certain provisions of the Unified Building Law, focusing on the regulatory framework governing Owners’ Associations, Invest-Gate reports.

The meeting was attended by Dr. Waleed Abbas, Deputy Minister of Housing for Urban Communities; Eng. Mostafa El-Naggar, First Undersecretary of the Ministry and Head of the Housing and Utilities Sector; along with senior ministry officials.

The discussions formed part of the Ministry’s ongoing efforts to strengthen the role of Owners’ Associations in managing residential communities.
At the outset of the meeting, the Minister emphasized that reviewing and modernizing the legislative framework governing the construction sector aligns with the state’s vision of creating a more efficient and sustainable urban environment.

She noted that the proposed amendments are intended to streamline procedures for citizens and investors while maintaining urban discipline, preventing violations, and ensuring an appropriate balance between facilitation and compliance with planning and technical regulations.

El-Menshawy added that the Ministry seeks, through the proposed amendments, to keep pace with Egypt’s unprecedented urban expansion over recent years and to build on practical implementation experience.

The ultimate objective is to enhance the quality of services provided to citizens, support sustainable development efforts, safeguard state rights, and serve the public interest.

Proposed Amendments to Strengthen the Role of Owners’ Associations

During the meeting, Eng. Mostafa El-Naggar reviewed the key proposed amendments to the Owners’ Associations framework. The amendments aim to establish a more structured governance system for these associations by clearly defining the responsibilities of the competent administrative authorities in supervising their activities, registration procedures, and data updates.

This is expected to enhance the associations’ role in improving property management and maintenance, while preserving the structural integrity and architectural character of buildings.

The meeting also addressed the procedures for establishing Owners’ Associations, the responsibilities of real estate developers regarding property management and maintenance during the legally specified period, and proposals regulating the formation of association boards, the powers of general assemblies, and decision-making mechanisms. In addition, discussions covered procedures for cases where an association has not been established or where existing associations need to regularize their legal status.

Minister Directs Swift Finalization of the Draft Amendments

The Minister stressed that the proposed amendments should contribute to establishing an effective management and maintenance system, improving the efficiency of buildings and urban developments, protecting real estate investments, and strengthening the supervisory and regulatory role of the competent administrative authorities in a manner that serves the public interest.

At the conclusion of the meeting, El-Menshawy instructed the relevant teams to expedite the review of all proposals and finalize the legislative drafting of the amendments, ensuring full alignment with the state’s objectives of achieving sustainable urban development, simplifying procedures, upgrading the building regulatory framework, improving quality of life, and enhancing the investment climate in Egypt’s real estate sector.
