Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, held a meeting to follow up on the measures taken to implement the directives of the political leadership to offer housing units under the rental system, in a way that contributes to strengthening the social protection umbrella and providing adequate housing for various segments of citizens, Invest-Gate reports.
Government Direction to Enhance Social Protection and Provide Adequate Housing
The meeting was attended by Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, officials from the Ministry, the New Urban Communities Authority, and the CEO of the Social Housing and Mortgage Finance Fund.
At the beginning of the meeting, Eng. Randa El-Menshawy emphasized that the state attaches great importance to the file of providing adequate housing, noting that offering units for rent represents one of the key pillars to meet citizens’ needs, especially those of low-income groups, and to ease their financial burdens.

Implementation Mechanisms, Rental Models, and Citizen Registration
The meeting reviewed a report that included several alternatives regarding the mechanisms for implementing and offering rental units and the areas where the units will be offered.
In this regard, Eng. Randa El-Menshawy directed that the best mechanisms for implementing this approach be studied, while ensuring precise identification of the target groups and setting clear regulations, in addition to studying various rental models that suit citizens’ needs, whether subsidized rent or rent-to-own schemes, while ensuring the sustainability of these projects, along with working on offering units in prime locations that include all services services, which contributes to attracting citizens to reside in these cities.
During the meeting, the Minister also followed up on the status of citizen registration through the Egypt Digital platform, within the framework of completing the comprehensive database of cases subject to the old rent law, as applications are being received until April 12, 2026.
At the conclusion of the meeting, the Minister of Housing directed the swift preparation of an integrated plan that includes the proposed number of units to be offered, implementation and financing mechanisms, and the timeline, stressing the necessity of full coordination among all relevant entities to ensure achieving the targeted objectives as soon as possible.
