Egypt’s Minister of Planning and Economic Development, Dr. Ahmed Rostom, and Minister of Housing, Utilities, and Urban Communities, Eng. Randa El-Menshawy, held an expanded meeting to discuss the features of the investment plan for fiscal year 2026/2027, alongside the medium-term investment plan for the period 2026–2030. The meeting comes as part of coordination between the two ministries to enhance the efficiency of public investments and support the targets of Egypt Vision 2030, Invest-Gate reports.
Housing Sector as a Key Driver of Economic Growth
Dr. Ahmed Rostom emphasized that the housing and urban development sector represents one of the main drivers of economic growth in Egypt, given its role in developing infrastructure, improving service levels, and creating job opportunities, in addition to enhancing citizens’ quality of life.
Rostom noted that Egypt has made significant progress in recent years in providing adequate housing and upgrading infrastructure. He added that the next phase will focus on maximizing the economic and social returns of public investments by improving project management efficiency and ensuring implementation within set timelines.
Efficiency in Implementing National Projects
He also pointed out that the Ministry of Housing is among the entities achieving high implementation rates in the state’s investment plan projects, reflecting its capacity to manage major national projects that support urban development and stimulate economic activity across various governorates.
Medium-Term Investment Plan Through 2030
For her part, Eng. Randa El-Menshawy confirmed that the Ministry of Housing has prepared a proposal for the medium-term investment plan for the period 2026–2030. The plan includes a set of programs and projects aimed at meeting citizens’ essential needs, particularly expanding the availability of suitable housing units and improving drinking water and sanitation services.
New Cities as Hubs for Investment and Development
El-Menshawy added that the ministry continues to implement urban development projects in new cities to enhance their ability to attract investments and create employment opportunities. This also includes completing infrastructure and services to transform these cities into economic and developmental hubs capable of supporting growth and balanced development.
Regular Monitoring to Accelerate Implementation
She further explained that the ministry regularly monitors project implementation rates to ensure adherence to the established timelines, helping accelerate project delivery and maximize the benefits of the state’s investments in the housing and utilities sector.
Priority for “Haya Karima” and Social Housing Projects
The meeting also reviewed the key pillars of the Ministry of Housing’s investment plan, focusing on priority projects that contribute to improving citizens’ quality of life. These include projects under the presidential (Haya Karima) initiative, as well as social and middle-income housing projects and integrated urban development initiatives.
Continued Coordination to Achieve Sustainable Development Goals
At the conclusion of the meeting, both ministers emphasized the importance of continued coordination between the Ministries of Planning and Housing in the coming period to monitor the implementation of projects included in the investment plan. This cooperation aims to support Egypt’s efforts to develop infrastructure, promote urban development, and achieve sustainable development goals.
