Dr. Moustafa Madbouly, Prime Minister of Egypt, accompanied by a high-level official delegation, attended the ceremony hosted by Qatari Diar to launch the first phase of construction for its flagship development, “Alam Al Roum,” executed in strategic partnership with the Egyptian Government, Invest-Gate reports.
Upon arrival at the project site on the North Coast, the Prime Minister and his delegation were received by Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, alongside senior officials from the Ministry of Housing and Qatari Diar.
The Prime Minister reaffirmed the government’s ongoing commitment to driving comprehensive development across the North West Coast. He highlighted the region’s vast potential, promising assets, and competitive advantages, which continue to attract significant domestic and foreign direct investment. He emphasized that these capabilities position the area as a focal point for integrated urban and economic activities, transforming it into a sustainable destination for tourism, investment, and urban development.

In the same context, Dr. Madbouly referenced directives from President Abdel Fattah El-Sisi, emphasizing the importance of formulating and executing integrated development plans for the North West Coast. He noted the presidential focus on streamlining procedures and offering incentives to encourage local and international private sector entities to inject further investments, whether by expanding existing developments or establishing new urban and economic ventures in this strategic region.
The Prime Minister noted that launching Phase One of “Alam Al Roum” marks a key milestone in the urban and investment trajectory of the North West Coast. It reflects the region’s economic and tourist potential within a framework of comprehensive development, driving large-scale projects that attract capital and consolidate the North Coast’s standing as a premier destination on the Mediterranean.

Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, highlighted during the ceremony that the scale of developments currently taking shape on the North Coast demonstrates Egypt’s success in fostering an attractive urban and investment environment. This has been achieved through upgrading core infrastructure, enhancing road networks and utility systems, and optimizing the utilization of high-value land assets.
She added that bringing projects of this magnitude to fruition enhances the Egyptian market’s competitiveness, creates new avenues for foreign and local investments, and supports the state’s strategy to diversify economic activities while maximizing returns from urban and tourism assets.
Eng. Randa El-Menshawy further noted that the target investment volume, the thousands of direct and indirect jobs created, and the growth opportunities afforded to related construction, supply, and service industries represent a vital addition to the Egyptian economy. She underlined the Ministry’s commitment to supporting serious developments and accelerating execution timelines to meet the state’s broader urban and economic goals.
$29.7 Billion Total Investment with Initial Handover Scheduled for 2030
The launch of Phase One of “Alam Al Roum” lays the groundwork for one of the most ambitious urban and coastal destinations on the Mediterranean. The project represents a total investment footprint of $29.7 billion, including $3.5 billion in direct cash investment, with initial handovers slated to begin in 2030.

The execution of Phase One is expected to generate thousands of direct and indirect jobs as part of a broader target to create over 250,000 jobs upon the project’s total completion. It also opens extensive opportunities for local and international contracting firms, elevating the competitiveness of the local construction sector and highlighting Qatari Diar’s commitment to maximizing local value addition.
Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, presented the rollout plan and execution timeline for Phase One prior to ground operations, while guiding the Prime Minister and the delegation through a tour of the master plan.
He noted that “Alam Al Roum” is among the largest integrated urban and tourism developments undertaken by Qatari Diar globally, and its largest in Egypt. Spanning a total area of 20.58 million square meters with a 7.2-kilometer waterfront promenade along the Mediterranean, the development forms an integrated coastal city. It seamlessly blends residential, tourism, commercial, cultural, entertainment, educational, and healthcare components, designed around a modern urban vision to create a sustainable community for future generations.

Sheikh Hamad pointed out that while Phase One is the first step toward realizing this vision, it functions as a fully self-sustained mega-development in its own right. It spans 4 million square meters, with a total built-up area of 1.4 million square meters.
Phase One features a 2-kilometer beach and promenade, natural swimmable lagoons connected to the sea for yachting, 195,000 square meters of swimmable artificial lagoons, and open spaces accounting for nearly 85% of its total footprint.
Additionally, Phase One incorporates a downtown marina accommodating 50 yachts, four hotels offering over 1,000 keys to solidify its profile as an integrated hospitality hub, alongside sports complexes and international retail and dining outlets. Phase One alone will generate approximately 30,000 direct and indirect jobs, supported by an investment of 220 billion Egyptian Pounds.
Elaborating on the overarching master plan, Sheikh Hamad revealed that the completed development will feature 22 kilometers of open lagoons connected directly to the sea, integrated with a waterfront promenade, expansive beaches, and 850,000 square meters of swimmable artificial lagoons.
The project will also house an international marina with a capacity of 370 berths, a local marina with 120 berths, a world-class 18-hole golf course spanning nearly 980,000 square meters with direct sea views, and over 3,500 hotel keys spread across international luxury hotels and resorts, establishing the development as a regional hub for yachting, sports, and international events.

An Integrated Coastal City Driven by Sustainability and Smart Mobility
Sheikh Hamad explained that Qatari Diar’s urban planning philosophy for the project relies on a walkable city concept, integrated through a network of pedestrian walkways, cycling paths, and smart mobility solutions. This is combined with the highest environmental sustainability standards in water resource management, biodiversity preservation, and climate resilience.
He added that “Alam Al Roum” represents a new landmark reshaping the Egyptian North Coast map on the Mediterranean, with phased unit deliveries commencing in 2030 alongside the completion of Phase One.
The project enjoys a strategic location serving as a gateway connecting North Africa, Europe, and the Middle East. It benefits from its proximity to Ras El Hekma and Marsa Matrouh airports, as well as direct connectivity to the International Coastal Road and the high-speed electric rail line currently under construction, positioning it as a leading Mediterranean hub for tourism and investment.
In his address, Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, stated: “We are delighted today to launch the first phase of the Alam Al Roum project in the presence of H.E. the Prime Minister and the distinguished delegation. This milestone reflects our overall investment in Alam Al Roum, which stands at $29.7 billion across the entire master plan, including $3.5 billion in direct equity. We reaffirm our commitment to delivering this initial phase by 2030, buoyed by the stable investment climate and long-term partnerships enabled by the Egyptian state.”

He added: “Phase One serves as a living blueprint of our holistic vision for a world-class coastal city offering a modern lifestyle on the Mediterranean, built according to the latest urban planning and sustainability benchmarks. From the earliest planning stages, we have partnered with top-tier international consultancies spanning urban design, marina engineering, hospitality advisory, landscape architecture, and infrastructure to ensure the project aligns with global best practices.”
He concluded: “We are working according to a precise timeline targeting handovers starting in 2030. This will drive further investments, support the tourism sector, and capitalize on the unique assets of the North Coast. We are confident that this launch marks a qualitative addition to the investment, tourism, and urban development landscape across the Mediterranean.”
It is worth noting that Qatari Diar is a global real estate development leader backed by the Qatar Investment Authority. Its portfolio encompasses 42 projects across more than 20 countries, with a total investment value exceeding $35 billion. The company has maintained an active presence in the Egyptian market for over two decades, with total investments reaching approximately $7 billion.
