Prime Minister Dr. Mostafa Madbouly reviewed today a proposed draft law for the establishment of the Egyptian Federation of Real Estate Developers during a meeting attended by Eng. Randa El-Menshawy, Minister of Housing, Utilities and Urban Communities; Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities; Eng. Khaled Sediek, Assistant Minister of Housing; Eng. Mostafa Abdelwahab, CEO of the General Authority for Tourism Development; and Eng. Mostafa El-Naggar, Head of the Housing and Utilities Sector at the Ministry of Housing, Invest-Gate reports.

The Prime Minister emphasized that the government is working to establish a comprehensive legal framework to regulate Egypt’s real estate market in a way that balances investment promotion with the protection of the rights of all market stakeholders.

He noted that real estate investment is a key driver of economic growth and that President Abdel Fattah El-Sisi has directed the government to develop such a framework to safeguard the interests of the state, developers, and beneficiaries alike.

A Unified Professional Body to Regulate the Real Estate Market

Dr. Madbouly stated that Egypt has already taken significant steps toward regulating the real estate sector, making the establishment of the Egyptian Federation of Real Estate Developers a natural next step.

The federation is intended to serve as a unified professional body overseeing urban development activities, bringing together the various industry players under a clear legislative framework that supports the organization of a rapidly expanding market driven by the growing volume of real estate projects and the increasing participation of the private sector.

During the meeting, Minister of Housing Eng. Randa El-Menshawy outlined the procedures and preparatory steps undertaken by the ministry to formulate the draft law.

She explained that the ministry held a series of preliminary consultations with relevant ministries, government entities, and industry experts to identify emerging challenges in the real estate market and discuss practical solutions to address them.

Draft Law Aims to Strengthen Investor Confidence and Protect Stakeholders

El-Menshawy explained that the proposed legislation seeks to enhance investor confidence by establishing a well-structured professional federation capable of facilitating dispute resolution, classifying developers, and improving market transparency.

The draft also introduces a unified developer classification system based on project portfolio, financial capacity, and operational capabilities.

In addition, it aims to strengthen consumer protection by raising professional standards, introducing more disciplined contractual regulations, supporting Egypt’s ongoing urban development agenda, and creating broader opportunities for private-sector participation as the country continues to expand its new urban communities.

The meeting also included a presentation by Eng. Mostafa El-Naggar, Head of the Housing and Utilities Sector at the Ministry of Housing, who reviewed the proposed draft law, highlighting the federation’s key objectives, responsibilities, and proposed administrative structure.

At the conclusion of the meeting, the Prime Minister directed the relevant authorities to conduct a comprehensive review of the proposed legislation in coordination with all concerned stakeholders, paving the way for a final draft to be agreed upon before being submitted to the Cabinet for discussion and approval.
