Dr. Mostafa Madbouly, Prime Minister, held a meeting today to review the proposal for two integrated medical cities in the New Capital and New Alamein City. The meeting was attended by Dr. Khaled Abdel Ghaffar, Minister of Health and Population; Eng. Randa El Menshawy, Minister of Housing, Utilities and Urban Communities; Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities; Major General Walid Aref, Head of the Engineering Authority of the Armed Forces; Major General Dr. Ashraf El Araby, Head of the Consulting Office at the Engineering Authority; Dr. Sherif Mostafa, Assistant Minister of Health for National Projects; Dr. Mohamed Mostafa, Chairman of the General Organization for Teaching Hospitals and Institutes; and officials from the global consortium that includes a number of private sector companies, Invest-Gate reports.

Government Interest in the Projects

At the beginning of the meeting, the Prime Minister stressed that the two projects to establish integrated medical cities in the New Capital and New Alamein City are among the important projects. He pointed out that they have been discussed and followed up in several previous meetings, reflecting the government’s commitment to moving forward with their implementation.

Discussing the Financial Model

During the meeting, Dr. Mostafa Madbouly discussed the proposed financial model for the two projects, as part of efforts to speed up the completion of all implementation procedures.

Presenting the Financial Vision

During the meeting, Dr. Khaled Abdel Ghaffar, Minister of Health and Population, reviewed the proposal for implementing the two projects, explaining that a comprehensive financial plan has been developed for establishing the two medical cities in cooperation with one of the world’s largest specialized consortiums.

Full Foreign Direct Investment and Healthcare Development

The Minister of Health and Population confirmed that the two projects represent full foreign direct investment. He explained that they will mark a major leap in developing Egypt’s healthcare system by providing integrated preventive and treatment services according to the highest international standards, while also supporting the state’s efforts to develop medical education through the establishment of modern institutes and training centers that contribute to preparing and qualifying medical professionals and improving their skills.

Project Components

He added that the two projects include medical, administrative, educational, and training zones, in addition to specialized hospitals equipped with the latest systems and technologies, strengthening Egypt’s position as a regional center for specialized healthcare, medical research, and medical education.

Supporting the Universal Health Insurance System

The Minister of Health and Population pointed out that, under the agreement with the implementing consortium, the state will receive a large percentage of hospital beds to serve the Universal Health Insurance System, enhancing the capabilities of the healthcare system and providing advanced medical services to citizens.

Strengthening Medical Tourism

He added that, through the two projects, the state aims to establish a fully integrated model for medical cities based on successful international experiences in this field, contributing to providing advanced healthcare services and strengthening Egypt’s position as a regional center for medical tourism and specialized healthcare services.

Investments Exceeding USD 5 Billion

During the meeting, officials of the global consortium that will implement the two projects confirmed that the Egyptian government will achieve significant benefits from their implementation. They pointed out that the total investment in the two projects exceeds USD 5 billion as foreign direct investment, with investments in the medical city in the New Capital reaching about USD 2.8 billion, while investments in the medical city in New Alamein City amount to about USD 2.5 billion. This reflects the confidence of global investment institutions in the Egyptian economy and investment environment.

Relying on Egyptian Medical Professionals

They added that the two projects will mainly rely on Egyptian medical professionals, given the high competence and excellent international reputation of Egyptian doctors. They confirmed that the projects aim to provide advanced healthcare services according to the latest international standards, in addition to expanding medical tourism services. It is expected that the medical city hospital in the New Capital will attract more than three million medical tourists during the first three years of operation.

Selecting the Site in New Alamein

The officials of the global consortium also explained that they have already started evaluating several land plots in New Alamein City to choose the most suitable location for the medical city. They noted that the project design takes into account the nature of the targeted services, especially medical tourism, as the project will include several hotels serving this activity, providing an integrated system that combines healthcare services and accommodation, and enhancing Egypt’s competitiveness as a regional and international destination for medical tourism.

Prime Minister’s Directives

At the end of the meeting, Dr. Mostafa Madbouly confirmed that the idea of establishing the two integrated medical cities in the New Capital and New Alamein City has the full support of the government because it represents a major leap in developing the healthcare system and strengthening Egypt’s position as a regional center for medical services and medical tourism.

The Prime Minister directed the formation of a joint working group that includes representatives of the concerned Egyptian authorities and the global consortium to quickly complete the technical, financial, and legal discussions and reach the final agreement in preparation for starting the implementation of the two projects.
