This evening, Dr. Mostafa Madbouly, Prime Minister, met with Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, to review the executive status of a number of projects being implemented by the ministry, Invest-Gate reports.
The meeting was attended by Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, Eng. Ahmed Omran, Deputy Minister of Housing for Utilities, Major General Eng. Osama El-Ganzouri, Head of the Central Agency for Reconstruction, and a number of officials.
The Prime Minister affirmed that the meeting aims to follow up on the implementation of numerous projects carried out by the Ministry of Housing, Utilities, and Urban Communities, noting that there are presidential directives in important files under the ministry’s mandate, foremost among them the presidential initiative “Decent Life” (Hayah Karima), as well as the projects of the presidential initiative “Housing for All Egyptians,” the development of various utilities, the completion of projects in the new cities, and the implementation of required rental housing units.
Housing Projects for Different Segments
During the meeting, Eng. Randa El-Menshawy reviewed the executive status of various housing projects. She explained that, with regard to the presidential initiative “Housing for All Egyptians” for low-income citizens, more than 789,000 housing units have been completed, while 215,000 units are currently under completion across various governorates. In addition, 36,000 housing units are targeted for implementation within this initiative.
She presented a number of images and models of residential buildings and units under this segment in the cities of Hadayek October, New October, Hadayek Al-Assema, Sadat, New Obour, and other new cities.
The Minister also noted that regarding middle-income and above-average housing projects, including “Dar Misr,” “Sakan Misr,” “Valley Towers,” and the middle-income segment of “Housing for All Egyptians,” 171,000 housing units have been completed, while 48,500 units are currently under completion, in addition to a target of 70,000 housing units. She presented a number of images and models of middle and upper-middle housing units in New Alamein, October, New Nasser City, 15 May City, and other new cities.
With regard to luxury housing projects, including “Jannah” and housing projects in fourth-generation cities, Eng. Randa El-Menshawy stated that a total of 69,500 housing units have been implemented so far, with 55,500 units currently under construction, in addition to a target of 40,000 housing units across various new cities nationwide. She also presented images and models of residential buildings and units in Sheikh Zayed, New Mansoura, the New Administrative Capital, Obour, and the “Sawary” project in Alexandria.
Urban Development and National Projects
The Minister also addressed the status of cooperative housing projects, Nubian and Bedouin houses, alternative slum housing projects, housing units of the Urban Development Fund, and development clusters implemented in North and South Sinai governorates.
She explained that the number of housing units implemented within these projects has reached 459,900 units, with 10,300 additional units currently under construction. She also reviewed the status of green housing projects as well as the “Dyarna,” “Zelal,” and “Jozour” projects.
Eng. Randa El-Menshawy further presented the progress of work in projects in New Alamein City and delivery plans for these projects, including the executive status of the beachfront towers, which include 6,284 housing units, as well as the Latin District and the Grand Conference Hall currently being implemented in the exhibition grounds within the Heritage City, with a capacity of 2,500 people. She also presented a proposal for implementing a cultural center within the cinema complex in the Heritage City, the buildings targeted for operation in the Heritage City, progress rates in the “Mazarine” residential compound, delivery plans for its buildings and villas, the executive status of the Downtown residential buildings and their delivery schedules, and the status of various housing projects in New Alamein City, including the “Housing for All Egyptians” project and the Downtown and Lakes towers.
During the meeting, the Minister reviewed the executive status of the “Fustat Gardens” project, noting that the development of the courtyard of Amr Ibn Al-As Mosque has been completed as part of the project, along with the completion of the cultural zone and the Egyptian Cairene Club at 100%. The investment zone has reached 97% completion, and the adventure zone has also reached 97%, in addition to advanced completion rates in the remaining areas.
The Minister also presented the executive status of the “Great Transfiguration” project in Saint Catherine City, including the actual implementation rates of its various components, such as the visitor center, the Peace Square and building, the development of Wadi El-Deir, the establishment of the new eco-lodge, the mountain hotel, tourist bazaars, the Zaytouna resort, as well as the implementation of several governmental service facilities outside the tourism and recreational areas, including the city council building and the social club.
This is in addition to upgrading existing Bedouin housing while preserving the visual identity of the site, developing Wadi Al-Arbaeen and establishing the recreational tourist promenade, and works related to road development, utilities, and flood protection.
Historic Cairo Development and Infrastructure
Eng. Randa El-Menshawy also reviewed the role of the Ministry of Housing in the development projects of Downtown Cairo, including Khedivial Cairo projects such as the development of Tahrir Square through reorganizing the square and adding aesthetic lighting, the development of Talaat Harb and Mostafa Kamel squares through façade restoration, lighting works, and urban coordination, the development of the Opera Garage façades, the Egyptian Shooting Club, the façades of buildings overlooking the Stock Exchange square, and the façades overlooking Opera Square.
This is in addition to the revival of Azbakeya Garden through restoring and operating the heritage fountain and the music kiosk, preparing a database and description cards for the ancient trees and plants in the garden, establishing book kiosks, and developing Opera Square. The ministry’s role also includes other Downtown Cairo projects such as the Ahl Masr walkway in its various phases, Fustat Gardens, and Ain Al-Sira Lake.
The Minister also addressed the status of the seawater desalination projects plan, noting that until 2014 no more than 29 desalination plants had been implemented with a total capacity of 99.8 thousand cubic meters per day.
By January 2026, the number has increased to 129 operational plants with a total capacity of 1.411 million cubic meters per day. Additionally, 19 new desalination plants are being implemented in several governorates with a total capacity of 687 thousand cubic meters per day, bringing the total after completion to 148 plants with a total capacity of 2.098 million cubic meters per day.
During the meeting, the Minister also discussed the plan for developing new urban cities, noting that coordination has been made with a consulting office to develop models for site coordination works for main axes and generalize them across various cities, taking into account the characteristics of each city, in order to improve the urban character and visual identity of these cities.
In the same context, Eng. Randa El-Menshawy pointed to a number of field visits she has conducted since assuming office, which included visits to six new cities, during which a set of measures and steps were taken to enhance the operational efficiency of new cities, monitor and reduce violations, preserve visual identity and public cleanliness, expand green spaces, organize parking areas, and improve entrances and main axes of the new cities.
The Minister also addressed the status of completed projects, indicating that they amount to nine projects comprising 523 residential buildings with a total of 12,212 housing units, distributed across the cities of Hadayek October, Sadat, Hadayek Al-Assema, New October, and New Alamein, within the “Housing for All Egyptians” project designated for low- and middle-income citizens, in addition to the third phase of the housing project for workers in Zahret Al-Assema in Badr City.
